ICA’S INVESTIGATION INTO AN ALLEGED COLLUSION IN TECHNICAL ASSISTANCE AND SUPPORT SERVICES TO THE PUBLIC ADMINISTRATION

The ICA launched an investigation into Deloitte & Touche, Meridiana Italia, KPMG, PricewaterhouseCoopers, PricewaterhouseCoopers Advisory, Reconta Enrst&Young, with the aim to ascertain if said companies colluded in coordinating the modalities for participating in a call for tenders in the sector of technical assistance and support to the Public Administration for the implementation of programmes co-funded by the European Union.

In particular, the analysis of the tenders submitted upon Consip’s call on 19 March 2015 for the appointment of technical assistance and support services to Audit Authorities (AdA) for programmes co-funded by the European Union, highlighted a lack of competition among the parties both in terms of non-superimposition of the most competitive tenders and scarce aggressiveness of the tenders submitted for the various lots.

In the past days, the ICA has been carrying out inspections in Rome and Milan at the premises of the companies involved, with the help of the Special Unit of the Guardia di Finanza. The proceedings will be concluded within 31 October 2017.
