The Italian Competition Authority launches an investigation for abuse of dominance in the market of into-plane fuelling services at Bergamo airport

At its internal meeting of 14 June 2017, the Italian Competition Authority resolved to launch an investigation into possible anti-competitive conduct put in place by SACBO, the Bergamo airport operator, and Levorato Marcevaggi, owner of the only jet fuel storage depot within the said airport.

Today the Bergamo airport is the third largest one at the national level by number of passengers and is experiencing exponential growth. In this framework, SACBO would maintain such a contractual arrangement as to create a situation of a substantial monopoly in the into-plane services market at Bergamo airport, reserving Levorato Marcevaggi exclusive access to the jet fuel depot.

In response to the requests for access made by various operators for the provision of into-plane fuelling services in competition with Levorato Marcevaggi, the latter would unjustifiably have refused access to the jet fuel depot.

Launch of the investigation has been announced today during some inspections carried out by the Italian Competition Authority in conjunction with the Special Antitrust Unit of Guardia di Finanza.
