About the Authority and its Board



The Italian Competition Authority (Autorità Garante della Concorrenza e del Mercato – AGCM) is an independent administrative body. We operate with complete autonomy from the executive branch, ensuring impartial and objective decision-making. The Authority was established by Law 287 of 10 October 1990, also known as the “Competition and Market Protection Act”.

The Authority is a collegial body, meaning that decisions are made collectively by the members of its Board and adopted by majority vote. The Board is composed of a Chairman and two Commissioners, who are appointed jointly by the Presidents of the Italian Chamber of Deputies and the Senate. Each member serves a single, non-renewable term of seven years.

Our current Board members are Chairman Roberto Rustichelli, in office since 6 May 2019, and Commissioners Elisabetta Iossa, appointed on 1 February 2022, and Saverio Valentino, appointed on 13 June 2023.

As part of a 2011 legal reform aimed at reducing public spending across independent administrative authorities, the number of Board members was reduced from five to three, including the Chairman (Law Decree no. 201 of 6 December 2011, converted with amendments by Law no. 214 of 22 December 2011).

The Secretary General, responsible for overseeing the Authority’s offices and managing its operations, is appointed by the Minister for Economic Development on the recommendation of the Chairman.

The Authority currently employs 318 staff members (as at 31 December 2024). The Italian Competition Authority is headquartered in Rome, Italy.
